This page provides important information for commercial and multifamily property owners regarding pre-incident planning, fire plan review, emergency access systems, and required safety reporting within the Girdwood Valley Fire Service Area.
Prefire Planning Visits
Girdwood Fire and Rescue conducts prefire plan visits for all commercial and multifamily residential buildings in the Girdwood Valley Fire Service Area. These visits help firefighters familiarize themselves with building layouts, access points, utilities, and potential hazards, improving response time and safety during emergencies.
Prefire plan visits are being conducted throughout 2026.

Fire Plan Review & Fireworks Permits
Fire plan review services and commercial fireworks display permits are administered by the Alaska State Fire Marshal Office.
All plan review applications must be submitted through the DPS SmartGov portal: st-alaska-ak.smartgovcommunity.com/Public/Home
Requests for local fire department letters required for plan review or fireworks display submissions should be emailed to: michelle.weston@anchorageak.gov
E-Plan Access Information
The E-Plan system assigns each facility an Access ID and Password for reporting purposes. If you did not receive login credentials from the State of Alaska DEC, please contact: tiertwo@alaska.gov
Knox Box Emergency Access Program
What Is a Knox Box?
A Knox Box is a high-security key vault system that allows firefighters and emergency responders immediate access to locked buildings, elevators, and secured areas during an emergency.
Why Is a Knox Box Important?
Knox Boxes provide rapid access without the need for forced entry, helping to reduce property damage and improve emergency response times.
Security
Knox Boxes are UL-listed and designed to withstand physical attack, ensuring keys remain secure until needed by authorized responders.

Important Note:
When ordering from the Knox Company website, be sure to select the correct fire department so the box is keyed properly. For Girdwood, select: “Anchorage (Muni) Fire Dept – Primary”

Community Right-to-Know (CRTK) Tier II Reporting
The Community Right-to-Know (CRTK) program helps protect the public and emergency responders by ensuring accurate reporting of hazardous materials stored or used at facilities.
All facilities within the geographic boundaries of the Municipality of Anchorage are required to:
- Evaluate chemicals and hazardous materials on site
- Submit an annual Tier II report to the Anchorage Fire Department
- Provide a copy to the Alaska Department of Environmental Conservation (ADEC)
These requirements are established under:
- CERCLA and SARA Title III (EPCRA)
- Alaska State Statute Title 29
- Anchorage Municipal Code Chapter 16
2027 Tier II Reporting Deadline
- Reports Due: March 1, 2027
- Reporting Period: January 1 – December 31, 2026
Tier II reports must be submitted through the E-Plan Online Reporting System.
Transshipment Reporting
CRTK transshipment reports must be submitted using the required paper transshipment form and emailed to fireprevention@muni.org. Only CRTK transshipment forms may be submitted by email. All other CRTK Tier II reports must be filed electronically through the E-Plan database. For access to the transshipment form and additional information, click here.
All facilities are responsible for ensuring reports are submitted by March 1st each year.
